History

The State Government has set up Punjab Technical University at Jalandhar through THE PUNJAB TECHNICAL UNIVERSITY Act to be responsive to the new innovations in technologies and to be in tune with the contemporary industrial culture and economic environments. The Government is committed to bring about quality improvement, modernization and capacity expansion in the technical education system to fulfil the requirements and expectations of the industry in the new globally competitive industrial and economic environments driven by the new technologies.

Introduction

Dynamic Growth of state requires constant endeavor in technology

The development of a state is a dynamic phenomenon and has to be constantly endeavored. Ever since India became a sovereign republic, the successive Governments in the State of Punjab have been endeavoring for the rapid economic development of the State. In early sixties the establishment of an Agricultural University in Punjab paid rich dividends in the shape of green revolution and white revolution. As a result , agriculture sector got a big boost . There has been tremendous improvement in the lot of the Punjab farmers as a consequence of that decision. In continuation of the green revolution , the white revolution and blue revolutions followed it. These revolutions, helped continued economic growth of the State, inspite of a decade of turmoil in the recent past.

Industrial revolution is the only way to growth

Having reached a considerable success in the field of Agriculture, there is urgent need to actively plan the growth in other sectors, for dynamic balance of the society . With increased mechanisation in the agriculture there has been shift of a class of work force from this sector . This manpower in turn needs more avenues of employment. As a social phenomenon , the State of Punjab has seen growth in the field of industry particularily in the small scale sector in these years. Thus a large number of skilled, semi-skilled and un-skilled labour is required for feeding this secondary sector. In the years to come, the requirement for the top level and middle level management and floor level technical man-power is going to increase tremendously. With the saturation of absorbing more work force in the Agriculture Sector, the only possibility open to the educated youth of the State is in the Industrial Sector. Thus, without all out rapid growth in industry, it may not be possible for the youth of Punjab to get employment in the State . In absence of such a possibility ,The export of human resources would be the other solution to channelise their energy and to thwart any frustration in them. The latter solution is not easy.

At this stage of development in the state ,when the agricultural sector has reached a level of development , it has become essential that a broad base be built to develop an industrial society. It is only the industrial society that can relieve the pressure generated by the surplus created by the rural development as well as to channelise this surplus. It is also essential to have more value adding to the rural production to keep the agriculture remunerative. This is only possible if the industrialisation also takes advantage of basing itself on the agriculture produce.

Quality Technical Education and technology upgradation is the way to Industrialisation

At the time when the whole world economy has entered a new phase , which is known for its globalisation of market. It has thrown open new opportunities as well as new challenges. It is also an era of science and technological revolution, where the technology also act as a tool of production. This makes it imperative that to succeed in industrialisation in such time, the mastery over technology is a must. In the tough world of competition ,it is necessitated that the development of technology as well as adoption takes place at a fast pace. This pace is achievable only with the better and effective organisation of technical education.

Measure of growth is the shift of manpower from Agriculture sector to other sectors

The scientists who have keenly followed the development of society have shown that, the development of a society depends upon its capacity to shift manpower from dependence on primary sector to secondary and tertiary sectors. The current status is that our 65 percent of population is dependent on primary sector which contributes 35 percent to the GDP . Where as in developed countries like USA it is only 2% of population which is engaged in agriculture and contribute only 2 % to its GDP.

In the secondary sector related to industry we are engaging only 20 percent population contributing 30 % to GDP against USA where 32 % population contributes nearly 32 % to its GDP. In the service sector ,known as tertiary sector we in India have 15 % population contributing 35% to its GDP . Compared to this in USA 66% population is engaged in this sector contributing nearly 66 % to GDP of USA.

This mismatch in the more dependence on primary sector needs to be corrected urgently in favor of secondary and tertiary sector, for removing distortions in the Indian economy and resulting tensions in our social fabric. At least 15% population needs to be shifted from primary sector to secondary sector within next five years. It is only possible if the pace of industrialisation of the society is fastened. The means to this is setting up an institute that can act as lever of this change.

However, Technical Education, which constitutes the backbone of the Industry, was not paid the due attention it deserved. It is recently that the Government decided to revolutionise the system of Technical Education.
